How will the Process Work?
The need for a new UDO was identified by the City Council and Planning and Community Development Department several years ago. Before commencing the rewriting of the ordinances, the City’s Planning and Community Development Department initiated a Comprehensive Planning process—the first since 1991. Through its Comprehensive Plan (Destination Burlington), the City has set out its goals for the next twenty years, and now the Design Burlington project will draft an ordinance that supports those goals. In the spring of 2014, the City Council directed city staff to proceed with selecting a code writing consultant to assist the City with preparing a new UDO. The city has contracted with RATIO and CodeWright Planners to assist City staff with the project.
The Design Burlington project will take approximately 20 months to complete, and will be carried out in the following six steps:
1. Project Initiation: getting input from City staff, stakeholders, an Advisory Committee, and the City Council;
2. Ideas Forum: discussing different ways of modifying or improving the ordinances with the public;
3. Code Assessment: a thorough study of Burlington’s existing development regulations and the types of changes that need to be considered;
4. Code Drafting: drafting the new UDO (in three groups of related chapters called “modules”);
5. Adoption: the public hearing process to adopt the new UDO; and
6. Training: training for the staff, city boards, and development community.
Step 1, Project Initiation, has just been completed. It included a series of interviews with City staff, project stakeholders, an Advisory Committee, Planning & Zoning Commission, and the City Council. RATIO and CodeWright will use the information collected during these interviews and meetings to assess the current development ordinances and create a Code Assessment to guide the code drafting for the UDO.
